The “Marihuana” tax act, along with the Harrison Narcotics Act, were not born from careful examination of an accumulation of evidence. Indeed, the strong opinions of reformists, and a cabal of powerful “anti-druggist” physicians and state and federal legislators were the primary catalysts for complete prohibition.
